The Construction Safety Management System (referred to as SMKK) is an integral part of the management system for the execution of construction work, aimed at implementing safety, security, health, and sustainability across all construction projects. This study aims to analyze SMKK costs based on the Regulation of the Minister of Public Works and Housing (Permen PUPR) No. 10 of 2021, specifically within the context of the Padang Eye Center hospital project. The cost analysis focuses on evaluating expenses associated with current regulations regarding the Construction Safety Management System (SMKK) and risk management—including hazard/risk identification and risk assessment. The research methodology involves data collection from relevant sources, such as budget reports, regulatory documents, and risk registers, alongside the application of cost analysis techniques to determine the financial implications of complying with the requirements outlined in Permen PUPR No. 10 of 2021. The findings will contribute to a better understanding of the SMKK cost structure in relation to the implementation of these regulations within the Padang Eye Center project. Ultimately, the results can serve as a valuable reference for project managers and stakeholders in estimating and managing SMKK costs more effectively and efficiently. Furthermore, this research is intended to provide insights and enhance the knowledge of students—particularly those in the Applied Bachelor’s (D4) Construction Engineering Management program—within the scope of Occupational Health and Safety (OHS) and risk management courses. This research proposal aligns with the research competencies in the field of Construction Engineering Management, addressing strategic issues concerning the importance of an OHS culture within the construction industry.
